Developer – a natural or legal person who secures on a land plot belonging to him or on a land plot of another rightholder (who, when making budget investments in capital construction objects of state (municipal) ownership, state authorities (state bodies), the State Atomic Energy Corporation Rosatom, the State Corporation for Space Activities Roscosmos, management bodies of state extra-budgetary funds or local self-government bodies have transferred their functions of a developer on the basis of agreements) construction, reconstruction, major repairs, demolition of capital construction facilities, as well as engineering surveys, preparation of project documentation for their construction, reconstruction, capital repairs.
Technical customer – a legal entity that is authorized by the developer and on behalf of the developer enters into contracts on the performance of engineering surveys, on the preparation of project documentation, on construction, reconstruction, major repairs, demolition of capital construction facilities, prepares tasks for the performance of these types of work, provides persons performing engineering surveys and (or) preparing project documentation, construction, reconstruction, major repairs, demolition of capital construction facilities, materials and documents required to perform these types of work, approves the project documentation, signs the documents necessary to obtain a permit to put the capital construction object into operation, performs other functions provided for by the legislation on urban development.
A general contractor is an organization that directs and coordinates all work on the construction of an object. He is the main contractor for construction and hires subcontractors to perform certain types of work. The general contractor takes over the overall management of the construction project, plans and monitors the execution of work, as well as draws up a schedule and monitors compliance with deadlines.
A subcontractor is a contractor engaged by a general contractor to perform certain types of work within the framework of a construction project. The participation of subcontractors in construction allows the general contractor to concentrate on the overall management and coordination of work, and specialized performers take on specific tasks.
Designer – a natural or legal person who carries out work on the preparation of project documentation, on construction, reconstruction, major repairs, demolition of capital construction projects develops design and estimate documentation, to the extent necessary for the implementation of the project.
The owner is the rightholder of a real estate or business object (a legal entity or an individual) who has the right to own property or an organization, that is, has the right to use, dispose of and distribute assets, the right to protect against illegal actions of third parties, as well as the beneficiary (beneficiary) – the person to whom the cash flow is intended.
Investor — a person or organization (including a commercial enterprise, the state) that places capital or finances a project for the purpose of subsequent profit-making. The funds placed by the investor can be his own, as well as attracted or borrowed.
