The design of buildings, structures, engineering systems is the process of developing design documentation for new construction, reconstruction, overhaul, reinforcement and replacement of load-bearing structures and foundation soils in accordance with approved regulatory requirements, aimed at further safe and comfortable operation of the facility.

- preliminary design / concept – is carried out to coordinate preliminary design decisions between the Customer and the designer, to attract investment in the project, as well as to pre-coordinate them with the competent authorities;
- architectural and urban planning solution (AGR) – a set of final architectural solutions of the object, which determines the appearance of the project, may be required at the initial stage of development, when the Customer makes engineering, technical, economic and architectural and artistic conditions. This includes solutions such as the removal of the main building axes, the number of floors, height, type of facade decoration, transport accessibility, etc.;
- project documentation (stage P) – a set of documents that reveal the essence of the project and contain justification of its feasibility and feasibility. It contains text and graphic materials defining architectural, functional and technological, structural and engineering solutions for the construction, reconstruction, technical re-equipment of capital construction and engineering communications facilities. A mandatory stage for the planned construction, reconstruction, capital repairs (if the structural and bearing elements, as well as the volumetric characteristics and safety of the building are changed during the repair) of commercial and industrial real estate objects, within the boundaries of the land plot for which the property rights of the investor or developer are duly registered. The preparation of project documentation is not required during the construction, reconstruction, overhaul of individual housing construction facilities;
- working documentation (stage P) – a set of text and graphic documents that ensure the implementation of the technical solutions of the capital construction object adopted in the approved design documentation, necessary for the production of construction and installation works, providing construction with equipment, products and materials and/or manufacturing of construction products. The working documentation includes sets of working drawings, specifications of equipment, products and materials.
In accordance with the Civil Code of the Russian Federation No. 190-FZ of 29.12.2004, RF PP No. 87 of 16.02.2008, the project documentation for capital construction facilities for industrial and civil purposes may include the following composition:
- Section 1 “Explanatory Note” (PP);
- section 2 “The scheme of the planning organization of the land plot” (ROM);
- Section 3 “Architectural solutions” (AR);
- Section 4 “Structural and space-planning solutions” (KR);
- Section 5 “Information about engineering equipment, engineering support networks, list of engineering and technical measures, content of technological solutions” (IOS);
- Section 6 “Construction Organization Project” (PIC);
- Section 7 “Project of organization of works on demolition or dismantling of capital construction objects” (if demolition or dismantling is necessary) (UNDER);
- Section 8 “List of environmental protection measures” (OOS);
- Section 9 “Fire safety measures” (PB);
- Section 10 “Measures to ensure access for persons with disabilities” (ODI);
- Section 10.1 “Requirements for ensuring the safe operation of a capital construction facility” (TBE);
- Section 11 “Estimates for the construction of capital construction projects” (SEE);
- Section 11.1 “List of measures to ensure compliance with energy efficiency requirements and requirements for equipping buildings, structures, structures with metering devices for energy resources used” (EE);
- section 11.2 “Information on the regulatory periodicity of work on the overhaul of an apartment building necessary to ensure the safe operation of such a house, on the scope and composition of these works”;
- Section 12 “Other documentation in cases provided for by federal laws”.
The scope, composition and content of the working documentation should be determined by the customer (developer), depending on the required degree of detail of solutions, and are specified in the design assignment.

Before creating the project documentation, the stage of carrying out the necessary engineering surveys and technical inspection should be carried out, depending on the nature and objectives of the project.
Design work can be divided into the following stages:
- development of the preliminary design of the object;
- development of the architectural and urban planning solution of the object;
- obtaining a certificate of approval of the AGR in the Committee on Architecture and Urban Planning of the city of Moscow;
- development of project documentation of stage P in accordance with the requirements of the Decree of the Government of the Russian Federation No. 87 “On the composition of sections of project documentation and requirements for their content”;
- state or non-state expertise of project documentation – obtaining a positive conclusion on the compliance of project documentation with the requirements of technical regulations and the results of engineering surveys;
- development of project documentation of stage P in an amount sufficient for the implementation of construction and installation works.
After the creation and approval of the project documentation at the stage of the project implementation, it may be necessary to support the implementation of the author’s supervision. It provides for monitoring compliance with decisions taken during the design, prompt changes and additions to the project documentation if necessary.
Based on the results of the work carried out, project documentation is being developed that meets the requirements of regulatory documents and technical regulations of urban planning and construction activities, which (if necessary) serves to obtain a positive expert opinion and, as a result, a construction permit.
On the basis of the project documentation produced, a set of measures is subsequently carried out to prepare the building site, organize and carry out construction and installation activities for the construction, reconstruction or repair of capital construction facilities of engineering systems and other structures.
